Frankly, I doubt they'd price anything, including oxygen, less than $30.

2 Counter service meals = $20 on average
2 snacks = $6 on average
1 mug = $12 spread out over the number of nights of your stay
Total = $38
Throw in a little discount for the plan then we're probably looking at $25 to $28 dollar neighborhood. Anything higher than that and its really not worth it.
It will be interesting to see the kids prices. I'm trying to remember if kids counter service meals are depicted today on the regular meal plan. I kind of remember being able to use my daughter's CS credit as an adult CS credit back in April. I know TS credits are definately depicted between adult and child, but I don't believe CS credits are today. I'm sure that would change with this new CS plan.

Disney has priced its Quick Service dining plan (two counter service meals, two snacks, refillable mug) at $29.99 per adult, per night and $8.99 per child, per night. Website Allearsnet.com has a complete rundown on all dining plan options being offered in 2009.
Note that Disney Vacation Club has not yet announced whether members will be able to add the Quick Service dining plan to reservations, but both the standard and deluxe dining plans have previously been offered to members.

In any case, I guess we'll find out as soon as this batch of free dining starts, as they'll probably offer the bounce-back deal again for next year.

For example:
Staying at a Value Resort = No free dining (AP discounts)
Staying at a Moderate = Free QS DDP
Staying at a Deluxe = Free Basic Dining Plan
Or you could tier it a little higher with CS DDP at a value, Basic at a moderate, and deluxe. There are a lot of ways they could tier and/or package it.
You would be able to upgrade to any plan above what you are offered for free.

Disney is seriously implementing a caste or class system... I mean it was always there...but it is really prominent now!!!

I think the value of the promotion would take a big hit though, since it was really only a big discount to people staying in the Values--as the guys have said repeatedly, the AP discounts were always potentially more valuable than the free dining for the Deluxes.
I think I've gone during every free dining promotion since its inception (and booked for this year,) but I doubt I'd bother for the QS DDP.

Disney just ended ties with McDonalds because Disney wants to move toward healthier options but now is offering a DP where you get two fast food meals a day, a snack, a mug for lots of soda, and a game card to play video games.
Seems a bit hypocritical.
