Not much info available yet but here's what posted on the AP section of the WDW website...
New Fantasyland Passholder Preview
Be among the first to experience the enchantment of New Fantasyland during a special Passholder Preview in November 2012! Upon completion, Fantasyland will nearly double in size – for the largest expansion in the history of Magic Kingdom Park.
Registration details are coming soon and will be communicated via email and here on the Passholder website. Event capacity is limited, so be sure to watch for these updates! Valid Magic Kingdom Theme Park admission is required to attend this event.
They also mentioned in Disney Parks Blog that the Fantasyland expansion will have its Grand Opening 12/6 with previews starting 11/19.

Add'l update: they've pushed back the sign ups until next Monday. from the WDW Passholder website...
Event Registration
We are experiencing technical difficulties with the Annual Passholder New Fantasyland preview sign-ups that have made it necessary to delay the sign-up date one week. The Walt Disney World Annual Passholder New Fantasyland preview sign-ups will now begin on Monday, October 15 at 12:00 noon Eastern Time.
